The Dwarven Document Dilemma is a side quest in Novigrad.

Travel east of the Tretogor Gate until you come across a bridge. Travel the path south of the bridge and you will find a dwarf. Muggs the dwarf will say that he...well got mugged. Some papers were stolen from him and he wants you to get them back.

Immediately travel to the bridge, on the bridge you will come across an arch and a gate. Use your witcher senses to examine a broken bottle on the ground. Follow the scent to the thief that stole Muggs's papers.

The thief will say that he won the papers in a card game and they're his. You can choose to either play for them in a game of Gwent, threaten the thief, or use the Delusion (Axii) skill. Threatening him results in a fist fight.Three punches will force him to surrender. Once you've beaten him travel back to Muggs for your reward.
